Exercise Program Toolkit

IIOEM recognizes the need for local jurisdictions to exercise as a means to validate plans, training and operational capability. To ensure that local jurisdictions have the necessary tools to develop and conduct exercises in a manner consistent with the guiding principles of the Homeland Security Exercise and Evaluation Program (HSEEP), the IIOEM has developed the Idaho Exercise Toolkit. The Toolkit provides a common, standards-based approach to exercise program management, design and development, conduct, evaluation and improvement planning. It is intended to be a step by step guide written in laymen’s terms for use by local jurisdictions and includes sample documents and fillable templates.
