The Statewide Interoperability Coordinator (SWIC) serves as a central coordination point for interoperable emergency communications efforts within Idaho. The SWIC focuses on several key functional areas to include; Governance, Technology Awareness and Education, Communications Training/Exercises, and Communications related Grant Opportunities. In Idaho, the SWIC also serves as the Emergency Support Function #2 (Emergency Communications) Coordinator. In this role, the ESF#2 Coordinator supports the IDEOC during pending or declared local and state emergencies. Key planning documents and platforms are listed below.
Statewide Communications Interoperability Plan (SCIP)

Tactical Interoperable Communications Plan (TICP) – pending publication
State Field Operations Guide (FOG) – pending publication
The FOG serves as a tactical and operational listing of common use frequencies. It serves as a supplement to the National Interoperability Field Operations Guide (NIFOG).
National Interoperability Field Guide (NIFOG) (v2.0,2021)
The NIFOG is a national level technical reference for emergency communications planning. It is authored and maintained by the U.S. Department of Homeland Security – Cybersecurity and Infrastructure Security Agency (CISA).
Communications Assets Survey Mapping (CASM)
CASM is a restricted access inventory of major communications assets and public safety entities across Idaho. It enables agencies to inventory, share, and coordinate communications resources nationwide. The SWIC controls access to this resource in coordination with CISA. Requests for access can be made to the SWIC (Brian Shields) at bshields@imd.idaho.gov. In general terms, an individual or agency must have a public safety or emergency communications nexus within the State of Idaho.
