The Mitigation Section works with all 44 counties and five Tribes throughout the state of Idaho to ensure each jurisdiction has a plan to reduce and minimize the long-term risk risks posed by both human-induced and natural hazards and disasters. This includes everything from plans to mitigate the effects of earthquakes, to passing through grant funds for projects addressing areas prone to annual flooding. Mitigation identifies hazards and associated vulnerabilities within the state and provides a comprehensive strategy to reduce further disaster losses through sound mitigation projects. The Mitigation Section assists the state and jurisdictions with grants for plans and projects.

The update and approval of the 2023 State of Idaho Hazard Mitigation Plan (SHMP) was a significant and critically important milestone for the IOEM Mitigation Section and SHMP multi-agency planning team. Mitigation efforts provide long-term risk reduction programs that build resiliency to multiple hazards, so maintaining a current plan benefits communities throughout the state. The Mitigation Section processed more than 20 project applications totaling more than $8 million, which are pending FEMA review and award.
Each Tribe and county in Idaho have a hazard mitigation plan with actions to reduce risk. 44 CFR 201.6 and 201.7 describe the requirements for mitigation plans including updates every 5 years. Grant pre-applications may be submitted for funding eligible mitigation actions from currently approved and updated hazard mitigation plans.
