IOEM Annual Preparedness and Cybersecurity Conference (APCC)

The APCC is an education, outreach, and training event for local and state government officials including emergency managers, County Commissioners and Tribal Council Members, and cybersecurity professionals. Topics will include emergency preparedness, disaster recovery, mitigation activities, cyber preparedness/defense and more. Previously, the Annual Preparedness Conference and the Cybersecurity Conference were two different events. This year we are combining them into one preparedness event. The featured keynote speakers bring decades of experience and dozens of stories to share related to emergency management and cyber security. They include:

  • Brock Long, former FEMA Administrator, coordinated the federal government’s response to over 144 Presidentially declared disasters and 112 wildfires, including three of the Nation’s most devastating hurricanes and five of the worst wildfires ever experienced. During this time, nearly $44 billion of disaster activity occurred under the various federal recovery programs.
  • Mike Sprayberry, former Director of North Carolina Division of Emergency Management, led the State of North Carolina’s response and recovery efforts for 19 state declared disasters and 13 federally declared disasters, including catastrophic Hurricane Florence, now known as North Carolina’s “Storm of Record.”
  • Frank Johnson, former city Chief Information Officer with a master of science degree in computer science from The Johns Hopkins University, and now focuses on helping others in all aspects of cyber security.

In addition to presentations and panel discussions with the keynote speakers, sessions include opportunities to network with IOEM employees, learn about resources the state and volunteer organizations provide, and how to best prepare your county or jurisdiction for any emergency or disaster.

Why should I attend?

  • This conference will give local and state government officials, emergency managers, County Commissioners and Tribal Council Members, and cybersecurity professionals the opportunity to hear from local, state, and national emergency management and cyber professionals, as well as engage with IOEM team members and their

Who does IOEM sponsor?

  • IOEM will sponsor the following persons from each jurisdiction:
    • One (1) County or Tribal Emergency Manager
    • Up to three (3) County Commissioners or Tribal Council Members
    • One (1) cybersecurity professional

What does sponsorship include?

  • Sponsorship will include travel, lodging and per diem reimbursement when applicable.

Do I have to attend the whole conference?

  • If you are being sponsored by IOEM, you are required to sign in and attend the following full days of the conference:
    • County / Tribal Emergency Managers – Day 1 and Day 2
    • County Commissioners / Tribal Council Members – Day 1 and Day 2
    • Cybersecurity Professional – Day 2 and Day 3
  • We encourage everyone to attend all 3 days of the conference for a well-rounded emergency management / cyber security update.

Are there other learning opportunities?

  • In addition, IOEM will be hosting a National Level Recovery Exercise on Thursday October 13th at the Idaho Response Center (IRC). Emergency Managers, Commissioners and Tribal Council members have an additional opportunity to spend day three of the conference participating or observing the exercise at the new IRC. Cybersecurity sponsored attendees must attend day three on site at the APCC.

Why focus on cybersecurity?

  • In the past, IOEM has hosted a separate one-day cyber event. However, with the growing connection between emergency management and cybersecurity, we will be combining the two events going forward.

Is this an open registration for all Emergency Managers or is this just for the County/Tribal Emergency Managers and Commissioners?

  • Yes! Open to all, however IOEM will only sponsor the following persons from each jurisdiction:
    • One (1) County or Tribal Emergency Manager
    • Up to three (3) County Commissioners or Tribal Council Members
    • One (1) cybersecurity professional

Is there a cost for Non IOEM Sponsored attendees?

  • Yes, the conference registration fee is $75, travel will be at your own

How will reimbursement be handled?

  • For those attendees being sponsored by IOEM, travel costs are to be reimbursed after the conference. Eligible costs for reimbursements include:
    • Airfare
    • Mileage
    • Per Diem for meals not provided at conference
    • Lodging will be paid directly by IOEM for up to three nights (Monday, Tuesday, and Wednesday or Tuesday, Wednesday, and Thursday). Additional nights will be at your expense.

How do I make hotel reservations?

  • For those attendees being sponsored by IOEM, you will be contacted by IOEM to finalize your lodging plans.
  • For those attendees who are NOT sponsored by IOEM, you will need to make your own travel arrangements. IOEM has reserved a block of rooms at The Riverside Hotel in Boise. The reservation cutoff date is September 14th. To make your reservation, call the hotel directly and tell them you are with the Annual Preparedness and Cybersecurity Conference:
