The Basics
One of the primary purposes of the Emergency Planning and Community Right-to-Know Act (EPCRA) is to inform citizens of toxic chemical releases in their communities. EPCRA Section 313 requires EPA and the States to collect data annually on releases and transfers of certain toxic chemicals from industrial facilities and make the data available to the public through the Toxics Release Inventory (TRI).
In 1990, TRI was enhanced by the Pollution Prevention Act by requiring facilities to report additional data on waste management and source reduction activities. The goal of the Toxics Release Inventory Program is to provide communities with information about toxic chemical releases and waste management activities and to support informed decision making at all levels by industry, government, non-governmental organizations, and the public.
The Specifics
The deadline to submit 2019 TRI reports to the EPA and the State of Idaho is July 1, 2019. To determine if your facility is required to submit a TRI report, use the TRI threshold screening tool:
Electronic Reporting
The State of Idaho uses the TRI Data Exchange Program (TDX). This program allows facilities to satisfy their federal and state reporting requirements with a single submission using TRI-MEweb. Paper Reporting
Facilities choosing to submit TRI report forms via paper copy must continue to send a copy to both the EPA and the State of Idaho. The single submission method applies only to those facilities reporting electronically through the EPA’s Central Data Exchange.
