The Idaho Office of Emergency Management (IOEM) looks forward to seeing you in December at the 2026 Annual Preparedness and Cybersecurity Conference (APCC), in Boise, Idaho.
IOEM will sponsor up to three attendees from each county and tribe in Idaho. We recommend each jurisdiction register an emergency manager, commissioner, and IT or cybersecurity representative. More information on sponsored attendees will be sent directly to county and tribal leadership.
Please work with your emergency or tribal Manager and IOEM Area Field Officer (AFO) to identify the three sponsored individuals to be sponsored by IOEM. Include name, title, agency, phone number and email contact information.
Sponsored attendees are required to attend the entire conference unless other arrangements are made in advance.
Reimbursement:
- Travel costs are reimbursed after the conference. Attendees need to follow their jurisdiction’s travel policy and seek reimbursement from their agency (i.e., county). The jurisdiction will then submit their reimbursement request to IOEM and IOEM will reimburse the jurisdiction.
- Documentation required to receive reimbursement include receipts for flights, google map indicating mileage driven to the event, and indication of when departure to the event occurred and when arrival home occurred.
- IOEM Finance will have staff on site at the conference to help answer questions about completing paperwork for reimbursement.
Reimbursement packets must be complete and submitted to IOEMfinance@imd.idaho.gov by November 24, 2025.

IOEM will be using the Whova app for this year’s Annual Preparedness and Cybersecurity Conference (APCC). The app will be your hub for registration check-in, accessing the agenda, and engaging in sessions through announcements, Q&A, and polls.
How to Get Started:

APCC is an education, outreach, and training event for local and state government officials, emergency managers, county commissioners and tribal council members, and cybersecurity professionals. Topics will include emergency preparedness, disaster recovery, mitigation activities, cyber preparedness/defense and more.
This conference will give local and state government officials, emergency managers, county commissioners and tribal council members, and cybersecurity professionals the opportunity to hear from local, state, and national emergency management and cyber professionals. In addition to presentations and panel discussions with the keynote speakers, sessions include opportunities to network with IOEM employees, learn about resources the state and volunteer organizations provide, and how to best prepare your county or jurisdiction for any emergency or disaster.
The conference is designed for emergency managers, cybersecurity professionals, local and state government officials, public safety agencies, private sector partners, and others involved in resilience and preparedness efforts.
Yes, IOEM will sponsor up to three (3) people from each county/tribe. IOEM recommends:
- One (1) County or Tribal Emergency Manager
- One (1) cybersecurity professional
- One (1) County Commissioner, Tribal Council Member
- Or an emergency management related field professional
Yes. If you are being sponsored by IOEM you are required to sign in and attend the entire conference, Tuesday morning through Thursday lunch. Cyber professionals are required to attend all day Wednesday and through Thursday lunch.
We encourage everyone to attend the entire conference for a well-rounded emergency management/cyber security update.
The conference is free to attend. This conference is intended for emergency management professionals, county commissioners, tribal council members, IT and cybersecurity professionals, first responders, private sector partners, and others involved in resilience and preparedness efforts.

Non-sponsored guests are responsible for their own travel expenses.
Attendees are encouraged to stay at the Best Western University Inn in Moscow, Idaho, where the conference will be held.
Sponsored guests will be contacted by IOEM to finalize hotel arrangements.
